The Ministry of Ports, Shipping and Waterways has granted in-principle approval for a greenfield shipbuilding cluster in Porbandar, Gujarat, and a ship repair facility at Vadinar under the Shipbuilding Development Scheme (SBDS). This move is part of India's strategy to boost domestic shipbuilding and repair capabilities, reducing foreign dependency and advancing the Maritime Amrit Kaal Vision 2047.
Background
India aims to become a global shipbuilding hub. The SBDS provides financial support for capital infrastructure to enhance indigenous shipbuilding and repair. The Porbandar cluster and Vadinar repair facility are key projects under this scheme.
Key facts
Greenfield shipbuilding cluster to be established at Kuchchhadi, Porbandar district, Gujarat, spread over ~2,000 acres.
Cluster will be developed by National Shipbuilding and Heavy Industry Park-Gujarat (NSHIP-Gujarat), a Special Purpose Vehicle (SPV) of MoPSW and Gujarat Maritime Board.
Aims to build large commercial vessels with annual capacity of 1.2-1.5 million Gross Tonnage (GT).
Ship repair facility at Vadinar, Gulf of Kutch, approved with financial assistance of ₹1,570 crore.
Vadinar facility to be jointly developed by Cochin Shipyard Limited (CSL) and Deendayal Port Authority (DPA).
Vadinar project includes a 650-meter jetty, two large floating dry docks, workshops, and auxiliary infrastructure.
Vadinar facility can handle vessels up to 300 meters in length, reducing reliance on foreign repair yards.
Both projects received in-principle approval under the Shipbuilding Development Scheme (SBDS).
SBDS provides 25% financial assistance on eligible capital infrastructure.
Vadinar project had earlier received CCEA approval on May 5, 2026.
