The Union Cabinet has approved the BHARAT Industrial Development Scheme (BHAVYA Rasayan) to set up three dedicated chemical parks in India. This scheme was announced in the Union Budget 2026-27 and aims to boost the chemical sector's growth, enhance global competitiveness, and promote sustainable development.
Background
The chemical and petrochemical sector is crucial for various industries like agriculture, textiles, pharmaceuticals, construction, automobiles, and electronics. The scheme addresses the need for dedicated infrastructure to reduce costs, improve efficiency, and integrate Indian industry into global value chains.
Key facts
Total financial outlay: ₹3,030 crore (₹3,000 crore for park infrastructure and utilities, ₹30 crore for administrative expenses).
Scheme duration: 5 years from FY 2026-27 to FY 2030-31.
Central government will provide up to ₹1,000 crore grant per park, after the respective state government contributes a minimum of ₹500 crore.
Three dedicated chemical parks will be developed through a competitive, performance-based funding mechanism (challenge route).
Each park must have a minimum contiguous land area of 8 sq km (at least 2,000 acres).
Common infrastructure facilities include: Common Effluent Treatment Plant (CETP), Treatment, Storage and Disposal Facility (TSDF), water supply systems, solvent recovery units, steam generation networks, interconnected pipelines, and logistics/warehousing.
Expected benefits: boost entire value chain (upstream, downstream, ancillary), reduce freight and handling costs, enhance competitiveness, increase exports, improve import substitution, and promote environmentally friendly growth.
The scheme will help achieve the goal of a developed India (Viksit Bharat) by 2047.
It will attract domestic and foreign investment, increase domestic production capacity, and generate employment.
