The Ministry of Coal has notified the Coal Exchange Rules, 2026, operationalizing coal exchanges for transparent price discovery. This reform follows the MMDR Amendment Act, 2025, and aims to bring efficiency and competition to the coal sector. The information was provided by the Minister of State for Coal in a Rajya Sabha reply.

Background

The Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act) was amended in 2025 to introduce Section 18(B)(3), enabling the establishment of coal exchanges. The Coal Controller Organisation (CCO) was designated as the registration and regulatory authority for coal exchanges in December 2025.
