The Employees' Provident Fund Organisation (EPFO) is reportedly working on a voluntary provident fund scheme for self-employed individuals, gig workers, and unorganised sector workers. This proposal, if approved, could significantly expand retirement savings coverage beyond the organised workforce, impacting millions of freelancers and gig workers.
Background
Currently, EPFO primarily covers employees in the organised sector. Self-employed individuals, gig workers, and unorganised workers lack formal retirement savings mechanisms. The government has been exploring ways to extend social security to these groups, and this proposal is a step in that direction.
Key facts
EPFO is preparing a framework for a universal provident fund scheme covering self-employed, gig workers, unorganised sector workers, and employees of exempted establishments.
The scheme would be voluntary, allowing individuals outside EPFO to contribute a portion of their income towards retirement savings.
Subscribers can choose contribution frequency from daily to annual; the corpus will earn annual interest.
Proposed tax benefits: annual contributions up to ₹2.5 lakh and interest earned may be tax-exempt (similar to EPF).
Withdrawal phase may allow subscribers to retain savings with EPFO and withdraw gradually via a systematic withdrawal plan (SWP)-like mechanism.
The proposal is still under discussion; no official announcement has been made by the government or EPFO.
The accumulation phase is modelled on the existing EPF system.
