The Ministry of Skill Development and Entrepreneurship has released an independent third-party impact assessment of PMKVY 4.0, showing significant improvements in employment and income outcomes for trained candidates. This highlights the government's ongoing efforts to expand skill training infrastructure across rural, tribal, and aspirational districts.
Background
The Skill India Mission (SIM) was launched to equip India's youth with industry-relevant skills. Under it, the Ministry of Skill Development and Entrepreneurship (MSDE) implements various schemes including Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS), and Craftsmen Training Scheme (CTS) through Industrial Training Institutes (ITIs).
Key facts
PMKVY 4.0 impact assessment was conducted by Arun Jaitley National Institute of Financial Management (AJNIFM), an autonomous institute under the Ministry of Finance.
For Short Term Training (STT) candidates, combined share of employed and self-employed rose from 26.6% before training to 45.4% after training, an increase of 18.8 percentage points.
Income outcomes improved: 41.4% of STT candidates and 48.9% of Recognition of Prior Learning (RPL) candidates reported increased income after training and certification.
PMKVY 4.0 significantly expanded access to formal skill training and certification, improving skill confidence, employment participation, and income outcomes for a large proportion of beneficiaries.
Aadhaar-based enrollment is mandatory to prevent fake enrollments.
Aadhaar-enabled Biometric Attendance System (AEBAS) has been replaced with a face authentication system for daily attendance monitoring.
Training centers are paid based on outcomes, and attendance-linked payments are implemented.
Call verification and surprise visits are used for concurrent monitoring of training centers and candidates.
A penalty system is in place for non-compliant entities; serious violations can lead to suspension for six months or blacklisting from the skill ecosystem.
