Why in news
The Minister of State for Communications provided a written reply in Rajya Sabha on July 23, 2026, detailing the status of telecom infrastructure, including BharatNet, 4G coverage, and the Telecom Technology Development Fund (TTDF). The reply also highlighted modernization efforts of the Department of Posts, such as core banking and digital services.
Background
The government has been working to improve digital connectivity in rural areas through the BharatNet project and 4G expansion. The Universal Service Obligation Fund (USOF) was renamed Digital Bharat Nidhi, under which the TTDF scheme was launched to promote R&D in telecom technologies.
Key facts
Revised BharatNet program (ABP) approved on 04.08.2023 for upgrading all gram panchayats in ring topology.
As of June 2026, 2,14,912 out of 2,65,014 gram panchayats connected under Phase I & II of BharatNet.
Under ABP, 13,494 gram panchayats upgraded to high-speed internet by June 2026.
24,784 towers operational covering 35,022 villages/locations, including remote and border villages, for 4G coverage.
Telecom Technology Development Fund (TTDF) launched on 1 October 2022 under Digital Bharat Nidhi (formerly USOF).
TTDF supports R&D in communication technologies; 26 projects on 6G technology with total cost of ₹57 crore involving startups and academic institutions.
Sanchar Saathi portal (www.sancharsaathi.gov.in) and mobile app developed to prevent misuse of telecom resources in digital fraud.
All post offices integrated on the Unified Postal Technology Platform under IT modernization Phase II.
Core banking solution implemented in all post offices; digital services like net banking, ATM, IPPB, e-money order, track & trace launched.
Parcel and logistics services strengthened to promote e-commerce activities.
