Background
NHAI is responsible for the development and maintenance of national highways. Previously, site engineers had a maximum tenure of five years, limiting career continuity. The new policy seeks to retain trained professionals and improve project quality.

NHAI amended RFP documents for Authority Engineer (AE) and Independent Engineer (IE) consultancy services.
Minimum monthly remuneration fixed: Team Leader/Bridge/Structural Engineer ₹5 lakh, Road Safety Expert ₹2.5 lakh, Resident-cum-Highway Engineer etc. ₹3.5 lakh.
Sub-professional (Civil Engineer) minimum ₹1.5 lakh/month; Young Professional (Civil Engineer) minimum ₹1 lakh/month.
Mandatory minimum remuneration paid through escrow arrangement.
Site engineers' tenure cap of five years removed to ensure continuity.
At least 20% of sub-professional staff deployed by consultancy firms must be former NHAI/MoRTH/NHIDCL site engineers or young professionals.
