Why in news
The Department of Telecommunications and the Madhya Pradesh government signed an MoU to establish India's first integrated Telecom Manufacturing Zone (TMZ) in Gwalior. This initiative aims to boost domestic telecom manufacturing and align with the Atmanirbhar Bharat vision, with significant central funding and state support.
Background
The TMZ is part of the government's push to transform India from a telecom service provider to a telecom product manufacturer. It is designed as a plug-and-play industrial cluster to attract investment and foster innovation in the telecom sector.
Key facts
The MoU was signed between the Department of Telecommunications (DoT) and the Madhya Pradesh government on 30 July 2026.
The TMZ will be spread over 350 acres and is envisioned as an integrated plug-and-play industrial cluster for telecom and electronics manufacturing, R&D, and innovation.
A Special Purpose Vehicle (SPV) will be formed with 51% equity from the Madhya Pradesh government and 49% from DoT.
The central government will provide 100% financial assistance for the first phase, allocating ₹493 crore for core infrastructure development.
The Madhya Pradesh government will provide approximately 170 acres of land free of cost, including 100 acres in SADA area and 70 acres in Gwalior IT Park, valued at around ₹596 crore.
Additional land will be provided at a nominal premium of ₹1 and a fixed lease rent of ₹1 per square meter per year for 30 years.
Incentives include reimbursement of stamp duty and registration fees, electricity tariff concessions, and a 50% capital subsidy on eligible fixed capital investment up to ₹200 crore.
Employment generation support of ₹5,000 per employee per month for five years and skill development assistance up to ₹13,000 per new employee are offered.
A 50% freight subsidy on transport of finished goods to seaports or air cargo facilities is provided for eligible units.
R&D incentives include reimbursement support for independent R&D units and assistance for patents, copyrights, and trademarks within specified limits.
