Why in news
The Ministry of Jal Shakti recently informed Rajya Sabha about flood mitigation measures in North-East India, highlighting central assistance and forecasting initiatives. This is crucial for understanding government efforts in a flood-prone region.
Background
Flood management is a state subject, but the central government provides technical and financial support through centrally sponsored schemes. The Flood Management and Border Areas Programme (FMBAP) is the key scheme for this purpose.

The central government assists states through the centrally sponsored scheme 'Flood Management and Border Areas Programme' (FMBAP).
Under FMBAP, central assistance of Rs 2,536.96 crore was provided for 263 flood management projects in North-East states including Sikkim from the scheme's inception to March 2026.
The Central Water Commission (CWC) issues short-range flood forecasts with up to 24 hours lead time at identified locations.
CWC also issues inflow forecasts for identified reservoirs to facilitate proper reservoir regulation.
Currently, CWC issues flood forecasts at 360 stations (159 inflow forecast stations and 201 level forecast stations) as per standard operating procedure.
This includes 53 stations in the North-East region (15 inflow forecast and 38 level forecast stations).
CWC has developed a basin-wise flood forecasting model based on rainfall-runoff mathematical modeling for 7-day advance flood forecast advisories for all forecast stations.
CWC's flood forecast services are integrated with the Common Alert Protocol (CAP) issued to State Disaster Management Authorities (SDMAs).
The Ministry of Jal Shakti has prepared technical guidelines on flood plain zoning and circulated them to states in August 2025.
