Background
The US has 26 nuclear cooperation agreements covering 50 countries, including EURATOM members, the IAEA, and Taiwan. Since the IAEA approved the Model Additional Protocol in 1997, the US has championed its adoption, with the sole exception of India, which has a customised limited protocol due to its status as a nuclear-weapon state outside the NPT.
